this is an amendment which will provide for a right of

removal in criminal case's where capital offenses or life

imprisonment are involved as a matter of right. It is

the practice now. It will also provide that in other
|

criminal cases there will be a removal only in accordance

|

|
with the rules of the Court or the General Assembly,

|
7
|
and I believe this is adequate and fair and proper. It
|
|

|
seems satisfactory to everybody.
