I fully agree with Delegate Moser that the time

has come that this outmoded thing which has outlived its

usefulness and still presents an element of constitutionality

under the 14th Amendment should be deleted.

DELEGATE JAMES: For what purpose does Delegate

of Delegate Willoner at such time as that is appropriate.
