One-fifth of the people in this nation do

clothing. If we were truly representatives of the people

of the State of Maryland, twenty-eight of us would sit

here without decent clothing or housing or food. That

|

is how severe the problem is.

I do not believe we do any violence to

principles of constitutional draftsmanship if in 1967 we

express our concern about the most severe problem in our

society.
