We should move. If we pass this particular amendment,

then I think we should consider putting into this

Constitution whatever is necessary to implement a wide-

spread policy for providing for citizens in our state.

I have watched you tinker with the technical

aspects of our government. You can get the finest piece
|

of machinery set up that you want to, but if you don't
|
|

|
have people behind you and take care of human resources ,
|
|

|
the rest will go. All we need is the will. We have got
|

the economic and natural resources.
