NEWSPAPERS FOR MEMBERS.
Mr. MARBURY submitted the following order:
Ordered, That one paper having the largest
circulation in each county, be furnished this
Convention, to be kept on file in the Library,
for reference, by the members.
Mr. MARBURY. This is an order to enable
us to gather as much statistical and other in-
formation as possible. The whole State is
very deeply interested in the proceedings of
this Convention; and we may gather some
very useful information and suggestions from
the public press. I think the expense would
be very small in comparison with the benefi-
cial results.
Mr. PUGH. How are we to determine
; which paper has the largest circulation ?
Mr. MARBURY. I have no objection to hav-
ing all the papers.

Mr. DANIEL Some of the counties have none.
Mr. SANDS. Will the gentleman include
all the papers in Baltimore City ?
Mr. MARBURY. Yes, sir; it is only during
the sitting of the Convention.
Mr. BERRY of Baltimore County. Have
we under the Constitution any right to sub-
scribe for papers '
Mr. PRESIDENT. We have not,
_ Mr. CLARKS. I will only ask one question
with reference to the power of this Conven-
tion. I understand that we are not acting
under the constitutional provisions contained
in our present Constitution. By our actions
we can overthrow the old Constitution, sub-
ject to ratification by the vote of the people;
and I conceive that it is certainly within the
limits of our power to pass such an order as
this.
