glad to have an opportunity of voting for
this new clause in our Constitution, because
I think it comes appropriately from Mary-
land; for in Maryland the first blood in this
war was shed, when she attempted to keep
back the nation's defenders from going to
the capital. Maryland being a slave State,
and now being about to proclaim to the
world that henceforth every man that treads
her soil shall be free and entitled to the pro-
ceeds of his own labor, it is very proper that
Maryland should say to the General Govern-
ment, "We owe you allegiance superior to
that we owe to our State government. You
have done so wisely and protected us so well
in the past, we are ready to trust you for the
future."
Mr. CHAMBERS moved to adjourn until to-
morrow at ten o'clock.
Mr. STIRLING raised the point of order, that
such a motion could not be made, it being
contrary to the standing order to meet at
half-past four P. M., for an afternoon session.
Mr. KENNARD. I move a reconsideration
of that order to ascertain whether we shall
have a quorum this afternoon.
Mr. HEBB moved to adjourn.
The motion prevailed, and
The CHAIRMAN (Mr. Scott) declared the
Convention adjourned until half-past four
o'clock.
AFTERNOON SESSION.
The Convention re-assembled at 4 1/2 o'clock
P.M.
The roll was called and the following
members answered to their names:

No quorum present.
Mr. JONES, of Somerset, moved that the
Convention do now adjourn.
The motion to adjourn was not agreed to.
Mr. STIRLING moved that the door-keeper
(the sergeant-at-arms being absent) be sent
for absent members.
Mr. JONES, of Somerset. He will have to
go to Baltimore to do that. .
The motion to send the door-keeper to no-
tify absent members was agreed to.

Mr. STOCKBRIDGE. It is evident to every
member here, I presume, that it will be im-
possible to get a quorum here this evening,
In the absence of the sergeant-at-arms, there
is no officer to enforce the orders of the House.
And as it is utterly impossible to do anything,
I move we now adjourn,
Mr. HEBB. Can we have an adjournment
while a call of the House is going on, until
further proceedings under the call are dis-
pensed with?
Mr. STOCKBRIDGE. An adjournment dis-
penses with all further proceedings under the
call, unless otherwise specially ordered.
The question was then taken on the motion
to adjourn, and it was agreed to,
The Convention accordingly adjourned to
10 A. M. to-morrow.
