The roll was called, and the following mem-
bers answered to their names :
Messrs. Goldsborough, President; Abbott,
Annan, Audoun, Baker, Berry, of Prince
George's, Bond, Brown, Carter, Crawford,
Cunningham, Cushing, Dail, Daniel, Davis, of
Washington, Dent, Duvall, Earle, Ecker,
Edelen, Farrow, Galloway, Greene, Harwood,
Hatch, Hebb, Hoffman, Hollyday, Hopper,
Horsey, Jones, of Cecil, Jones, of Somerset,
Keefer, Kennard, King, Larsh, Lee, Markey,
McComas, Mitchell, Mullikin, Murray, Negley,
Nyman, Parran, Pugh, Purnell, Ridgely,
Russell, Schley, Schlosser, Scott, Sneary,
Stockbridge, Swope, Sykes, Thomas, Todd,
Valliant, Wickard, Wooden—61.
DISTRIBUTION OF THE DEBATES.
Mr. PURNELL. I ask leave to submit the
following order:
Ordered, That the State librarian, in dis-
tributing the debates under the older adopted
on the 26th of July, 1864, deliver one copy
of the same to each of the chaplains of this
convention,
I offer this order at the wish of the chap-
lains of this convention, who have manifested
a great deal of interest in the various propo-
sitions discussed before the convention, and
who have expressed a desire to receive a copy
of these debates.
Mr. STOCKBRIDGE. This is perhaps as good
a time as any, while the matter is before the
convention, to provide for the distribution in
full. The order adopted on the 26th of July,
is as follows:
"Ordered, That the State librarian shall
have bound 1,000 copies of the journal of
proceedings, and 1,000 copies of the debates
of this convention, at a cost not to exceed the
rates per volume of binding the laws and
journals of the last general assembly, and
shall distribute the same as the laws and
journals are now distributed, and the same
amount allowed by law, to pay the expenses
of distributing the laws and journals, is
hereby directed to be paid for distributing
the journal and debates of this convention.
The remaining copies to remain in the li-
brary."
I concur fully in the order offered toy the
gentleman from Worcester (Mr. Purnell.)
But I would be very glad to halve him modify
it, so as to include some other officers of this
convention. I wish he would inelude six
copies for the official reporter of the convention.

Mr. VALLIANT. I was about to submit an
order to that effect.
Mr. PURNELL. I will accept the amend-
ment.
Mr. HEBB. Under the order passed on the
26th of July, none of the members of the
convention would get any bound copies of
the debates. I had drawn up an order to
meet that case.
Mr. VALLIANT. I have an order prepared,
making provision for the entire distribution,
which will perhaps meet the purpose of gen-
tlemen here. I will read it, and if anybody
has any better order than this) let him pre-
sent it, and I will vote for it.
Mr. STOCKBRIDGE. This order of the 26th
of July does not say to whom these debates
shall be distributed.
Mr. VALLIANT, I offer this as a substitute
for the order of the gentleman from Worces-
ter (Mr. Purnell.)
Ordered, That the librarian be and is
hereby directed to distribute the journal of
debates as early as practicable, after the
same shall have been printed and bound, as
follows:
" One copy to each loyal State and terri-
torial governor within the limits of the
United States; six copies to the official re-
porter of the convention; two copies to each
member of the convention; one copy to each
officer of the convention; one copy each to
the judges and clerks of the circuit courts)
the several courts of the city of Baltimore,
and of the court of appeals; one copy to each
register of wills in the State, and one copy
each to the governor, lieutenant governor,
and the superintendent of public instruc-
tion."
Mr. HEBB. I will read the order I had
i. repared:
" Ordered, That the bound copies of the
journal of proceedings and of the debates be
placed in the State library, and that the librarian
distribute such number of the same
as may be necessary, in the same manner
and to the same persons, and the same offi-
cers as the laws of the general assembly are
distributed; also to each member of the con-
vention two copies of the debates, and one
copy of the journal of proceedings; to the
official reporter three copies of the debates ;
to the assistant reporter three copies of the
debates; to each chaplain) officer and ap-
pointee of the convention one copy of the
journal of proceedings and one copy of the de-
bates; and the remaining copies of the journal
of proceedings and of the debates shall be
retained in the library, subject to the future
order of tire general assembly , and the president
of the convention is hereby authorized
to issue to the librarian his certificate for such
sum as may be necessary to defray the ex-
penses of such distribution,"
Mr. PURNELL. I withdraw my order in
favor of the one coffered by the gentleman
from Allegany (Mr. Hebb.)
Mr. VALLIANT. I withdraw the substitute 1
offered.
The question was upon the order of Mr.
HEBB.
Mr. ABBOTT. I move to amend by striking
out "three''and inserting "six" as the number
of copies for the chief reporter. It is
