Mr. SANDS said: For fear I might seem in-
consistent in my two votes, I shall give my
reasons for voting in the negative upon this
proposition. I do not think they ought to
be in charge of those who declare against
their emancipation. If I were on the bench
of the orphans' court, and application were
made for the services of a negro apprentice,
and the master should tell me he ought not
to have been set free, I should tell him he
was not a suitable person to have the custody
of a negro, and he should not have it. I
therefore, on this branch of the proposition,
vote "no."
Mr. THOMAS said: When I consented to
come here to this convention, I stood pledged
before my constituents to vote against any
system of negro apprenticeship, and to vote
in favor of unconditional and immediate
emancipation, and to vote in favor of repre-
sentation according to population. I have
redeemed every single one of these pledges.
I do not intend to violate a single pledge
that I made In consideration of that pledge,
and in consideration furthermore that I con-
sider that the laws and the statutes of the
State are already sufficient to meet the cases
of all free negroes, as well those emancipated
as those who are free now, I am opposed to
putting anything in the organic law which is
to provide for that; and more especially am
I opposed to the proposition to give these
slaves to their masters. I am in favor of
allowing the law to remain just as it is, to
allow the orphans' court to use their discre-
tion. I therefore vote " no."
Mr. VALLIANT said: I do not rise to give
all my reasons for my vote upon this branch
of the amendment; but I rise simply to say
that I shall vote under this apprehension;
that the words " in all cases," have exclusive
reference to such minors only as are incapable
of supporting themselves, and has no refer-
ence to the whole mass of the negro minors
emancipated by the 23d article of the bill of
rights. Under that apprehension I vote " aye,"
The second branch of the section was ac-
cordingly agreed to.
Mr. GALLOWAY asked and obtained leave of
absence for Mr. Gorrell, committee clerk.
Messrs. Hopkins, Edelen and McComas
were excused from attending the sessions of
the convention until Monday.
On motion of Mr. STIRLING,
The convention took a recess until 8 o'-
clock.
EVENING SESSION.
The roll was called, and the following mem-
bers answered to their names :

The convention adjourned.
