Mr. PURNELL submitted the following
order:
Ordered, That the Committee on Accounts,
upon the order of the President of this Con-
vention, pay to William R. Hammond, who
temporarily discharged the duties of Post-
master, the per diem and mileage allowed to
the Permanent Postmaster, for two days ser-
vice in that capacity at the commencement of
the session.
Mr. PURNELL said: I ask that this order be
referred to the Committee on Accounts. Be-
fore that is done I would ask leave to make a
statement, Mr. Hammond was the Assistant
Postmaster of the former House of Delegates
He came here under the impression that it
was his duty to attend upon the session of
the Convention, as well as upon that of the
House of Delegates. He came here at the
last session of the Legislature in pursuance
of what he conceived to he his duty, having
been the Postmaster of the previous House of
Delegates. After having been here several
days he was appointed Assistant Postmaster,
and remained here during the session, and of
course received his per diem and mileage.
When the Convention met he came here under
the impression that it was his duty to do so,
and served two or three days in that capa-
city, until the present excellent Postmaster
was appointed. I move the reference of this
order to the Committee on Accounts.
Mr. SCHLEY. Was Mr. Hammond the Post-
master of the last House of Delegates ?
Mr. PURNELL. No, sir; he was the Assist-
ant Postmaster, hut the Postmaster of the
last House of Delegates was not here, and
Mr. Hammond, his Assistant, officiated.
Mr. SCHLEY. Is he Assistant Postmaster at
present ?
Mr. PURNELL. No, sir, he has gone home.
The motion to refer was then agreed to.
Mr. CUSHING gave notice that when in
order, he should move to amend the 43d rule
of this Convention by striking out the words
" whole number of members elected to the
Convention " and inserting in lieu thereof
the words "members present," so that it
shall read, "and unless it shall thus appear
that a majority of the members present have
voted in the affirmative the article voted on
shall be declared rejected."
TIME OF MEETING.
Mr. SANDS submitted the following order :
Ordered, That when the Convention ad-
journ to-day it be to meet to-morrow at 11
o'clock A. M,
Mr. HOFFMAN offered the following as a
substitute:
Ordered, That this Convention shall commence
its sessions at 11 o'clock each day until
otherwise ordered. ' '
Mr. BERRY, of Prince George's. I would
suggest that 12 o'clock is early enough for |
this Convention to meet each day. The com-
mittees are very laboriously at work prepar-
ing their reports for the Convention, and they
should have time to consider the matters be-
fore them, otherwise, as a matter of course,
the business of the Convention will be re-
tarded, After the reports of committees are
in I will be willing to go with gentlemen and
meet at 10 o'clock, or 9 o'clock, or if gentle-
men say so, at 8 o'clock. But at this stage
of our proceedings I think 12 o'clock early
enough.
Mr. HOFFMAN. It does seem to me that we
are losing a great deal of. time here of morn-
ings. It appears to me that any committee
can meet at 9 o'clock, and two hours is as
long, I think as any committee remains in
session. I think we can all be ready lo come
in here at 11 o'clock. We have already been
here three weeks and have accomplished very
little. I hope the Convention will adopt the
order to meet hereafter at 11 o'clock,
The question was stated to be upon the
substitute offered by Mr. Hoffman for the
order submitted by Mr. Sands.
Mr. SANDS. I accept the substitute offered
by the gentleman from Baltimore county,
(Mr. Hoffman.)
the question was upon the adoption of the
order as modified, fixing the time of com-
mencing the daily sessions of the Convention
hereafter at 11 o'clock A, M.
Mr. HEBB called for the yeas and nays, and
