The Convention resumed the consideration of the report of
the committee on the Basis of Representation;
The question being on the adoption of the motion submit-
ted by Mr. Holliday, to open the third section for amend-
ment;
Mr. Pugh moved to suspend the 53rd Rule;
The question being on the adoption of the motion,
Mr. Abbott demanded the yeas and nays,
