moved to amend Rule 42, of the Rules of the Convention, by
striking out in the first line, the words "'except those other-
wise provided for;"
Decided in the affirmative.
Mr. Valliant, also moved to amend Rule 44, by striking
out all after the word "majority," in the fourth line, to the
word "and" in the ninth line ;
Decided in the affirmative.
The Convention proceeded to the consideration of the Re-
port of the Majority of the Select Committee on the 39th
section of the Legislative Department,
The question being on the adoption of the amendment
submitted by Mr. Clark, as amended by Mr. Stirling ;
Mr. Clarke demanded the yeas and nays,
