Mr. Sands moved a reconsideration of the vote by which
the amendment of Mr. Schley, to the 42d section submitted
yesterday, was adopted;
Decided in the affirmative.
The question recurring upon the adoption of the amend-
ment,
Mr. Smith, of Carroll, demanded the yeas and nays,
The demand being sustained,
