The motion was not entertained.
The question then recurred on the main ques-
tion, [being the substitute amendment of Mr
DONALDSON.]
Mr. McHENRY asked the yeas and nays there-
on, which were ordered, and being taken, re-
sulted as follows:

Mr. STEWART, of Baltimore city, and Mr.
RIDGELY, asked the yeas and nays, which were
ordered.
Mr. DONALDSON called for a division of the
question, which was ordered.
And the question was then taken on the first
article of the substitute, and the result was as
follows:

So the first article of the substitute was agreed
to.
The question recurring on the adoption of the
second article of the substitute,
Mr. STEWART, of Baltimore city, asked a sub-
division thereof, which was ordered, so as to
include to the word "and" in the fourth line.
The question was taken and the result was as
follows:

So the last branch of the second article of the
substitute was agreed to.
The question recurred on the section as amend-
ed;
And decided in the affirmative.
So the section, as amended, was adopted.
Mr MERRICK offered an amendment which
was decided out of order.
Some conversation followed on a point of or-
der.
Mr. MCHENRY moved a re-consideration of
the vote adopting the said section, as amended.
Mr. McH gave notice that, if the motion was
re-considered, he would offer the following
amendment:
Section 21. The General Assembly shall have
power to provide by law for borrowing such
sums of money as may become necessary to ful-
fil the obligations of the State, contracted previ-
ously to the adoption of this constitution, to de-
fray the expenses of repeling; invasion, or of sup-
pressing insurrection, and to meet any temporary
deficiency in the revenue; but for no other pur-
poses whatever. All loans made under this au-
thority shall be payable and paid within twenty
years, and those to meet temporary deficiencies
