"Will the Convention accept said substitute?" it was
Determined in the negative.
The question then recurred upon the adoption of the substitute
offered by Mr. Jenifer, for the amendment offered by Mr. Johnson,
Mr. Tuck moved to amend said substitute by striking out "four"
to Allegany, and inserting "three;''
