The question then recurred upon the adoption of the first branch
of the amendment;
Mr. Stephenson, moved to amend said amendment by adding at
the end thereof t he following:
"The members to the House of Delegates shall be apportioned
among the several counties of this State, according to the number
of souls, federal numbers, therein, (as shown by the last census of
the United States) takinig six thousand for the ratio, and allowing
one additional gelegate to each county, having a fraction equal to
two-t hirds of said ratio; and the city of Baltimore shall be entitled
to elect as many delegates as the county which shall have the lar
gest representation, on the basis aforesaid; provided, that each
county shall, a I th ough its federal population may not entitle it to
that number, have at least two delegates.
