The Convention met,
Prayer by the Rev. Mr. Graff.
The proceedings of yesterday were read.
Mr. Crisfield, presented a petition of Edward Burford, and 62
others, citizens of Somerset county, to restrict. the issuing of
licenses to sell liquor, unless the same be approved by a majority
of the Voters of the election district in which the license is to be
used.
Mr. Ridgely presented the petition of 70 citizens of Baltimore
county, praying constit utional protection against the sale of spirit.—
ous liquor, without the assent of a majority of voters in the
neighborhood, and
Mr. Weber presented a petition signed by 172 citizens of Alle-
gany county of similar import;
Which were severally read, and
Referred to the select committee already appointed on that
subject.
Mr. Buchanan, gave notice of his intention to move a recon
sideration of the vote of yesterday, on the 1st section of the re
port of the committee of the Executive Department, establishing
quadrennial elections of Governor, with a view to offer a substitute
for an election of three years;
