the General Assembly of Maryland, no person holding any office
or appointment thereunder, or under either braiich thereof, shall
under any promise or expectation of a fee, reward, or compensa
tion of any nature or kind, for so doing, advocate before the Gene
ral Assembly or either branch thereof, or any member of the same
a claim of any other person, against the State; or with such legis
lative body, oi arty of its members, use advice, recommendation,
or persuation for the allowance or payment of any such claim, or
the adoption of any legislative action for r that purpose;; and any
person herein offending shall be guilty of a high misdemeanor,
and on conviction thereof, on indictment in a couit of law, shall
be fined a sum riot less than five hundred dollars; and he imprison
ed for at least six months, and shall thenceforth cease to hold the
office or appointment of which he may be then the incumbent.

Mr. Dorsey, moved to amend said report of the committee on
the Executive Department, by inserting after the wond "Gover
nor," in the 2nd line, 1st section, the following
"I'o be chosen by an electoral college, consisting of one elector
from the city of Baltimore, and one fnom each of the several coun
ties of the State, which elect ion of Governor shall be by ballot,
and the person receiving a majority of all the electoral votes hereby
nuthorised to be given, shall be declared duly elected; and the
number of ballots or votes which each elector shall put into the
ballot box, shall be as follows:—The elector from the city of
Baltimore, shall give six votes; front Baltimore county, four votes;
from Frederick county, four votes; from Anne Arundel county,
three votes; from Washington County three votes; from Allegany
county, two votes; Somerset county, two votes; Worcester county,
two votes, Prince George's county, two votes; Carroll county, two
votes; Harford county, two votes, Cecil county, two votes; Dor
chester county, two votes; Charles county, two votes; Montgomery
county, two votes; Queen Anne's county, one vote; St. Mary's
county, one vote; Talbot county, one vote; Kent county, one
vote; Caroline county, one vote; and Calvert county, one vote.
