by the General Assembly of Maryland,' and;"
Mr. Davis, moved that the Convention adjourn;
Determined in the negative.
The question then recurred and was put upon the adoption of
the amendment as offered by Mr. Gwinn, and
Determined in the affirmative.
The said 16th section was then adopted as amended.
On motion of Mr. Morgan,
The Convention adjourned until Monday morning 12 o'clock.

The Convention met.

The proceedings of Friday were read.
The President laid before the Convention the following corn
munication from the Treasurer of the State.
TREASURY, Annapolis, February 22nd, 1851.
Sir :—In compliance with the order of the Convention of the
21st inst., "requesting the Treasurer to report to them the amount
of money expended in the purchase of Lots, and the erection of
Warehouses in the city of Balt imore, for the Inspection of Tobac
co; and also to report further whether the purchase of Lots, the
erection of Warehouses, and the expenses of Inspection are flow,
or have been at any time heretofore a charge upon the Treasury
of the State."
The Treasurer reports that the amount of expense incurred in
the purchase of Lots and Warehouses, and in the erection of
Warehouses, including payments en account of Interest on the
several loans which have been negotiated for them and for Insuran
ces and other incidental expenses, is $722,994 43
Of which has been paid, 559,304 76
Leaving due a balance of $163,689 67
He further states that none of the expenses either on account of
the purchase of Lots, the erection of Warehouses, or of Inspec
