Mr. Wells, then moved to amend said 2nd section, by adding at
the end thereof, the following:

"Whenever the Legislature may hereafter determine to substi
tute biennial for annual sessions; and in the meantime, and until
then, said sessions shall be annual, and the members of the House
of Delegates shall be elected annually."

Which was read.

Mr. Chambers, of Kent, moved the previous question, that is,

"Shall the main question be now put?" and it was

Determined in the affirmative.

Mr. Hicks, moved for the yeas and nays, and being ordered,
appeared as follows:

So the amendment was rejected.

Mr. McHenry, moved to amend said 2nd section, by striking out
all from the word "delegates," in the 2nd line to the end thereof,
and inserting in lieu thereof, the following

"For the term of one or two years from the day of the general
election, as the people may, by separate vote determine at the
first of such general elections;"

Which was read.

Mr. McHenry moved the previous question, that is,

"Shall the main question be now put?" and it was

Determined in the affirmative.

The question was then put on the adoption of the amendment;

Mr. Phelps, moved that the question be taken by yeas and nays,
and being ordered, appeared as follows:
