The question then recurred and was put on the adoption of the
article; and

The 6th article was then read;
On motion of Mr. Brent, of Balt, city,
Said article was amended by adding at the end thereof, the
following:
"And no person or persons exercising the functions of one of
said departments, shall assume or discharge the duties of any
other."
The said 6th article was then adopted as amended.
The 7th, 8th, 9th, 10th, 11th and 12th articles, were severally
read and severally adopted.
The 13th article was then read;
Mr. Kilgour, moved to amend said article, by inserting the fol
lowing to precede the article
"That the levying taxes by the poll isgrievous and oppressive,"
Mr. Magraw, moved the question be taken by yeas and nays,

The question then recurred upon the amendment as amended;
