The question then recurred upon the amenclmentas offered by
Mr. Chambers, of Kent, as a substitute for the 1st section of the
report.

Mr. Phelps moved to amend said amendment by inserting after
the words "Howard District," the following, "and thirty days in
the election district or ward of the city of Baltimore;"
Determined in the negative.

On motion of Mr. Phelps,
The yeas and nays were ordered and appeared as follows:
