The resolutions respecting the river Patowmack were read the second time, agreeably to the order of the day, and the question put, That the house assent to the said resolution? The yeas and nays being required, appeared as follow:
The further supplement to the act, entitled, An act for making the river Susquehanna navigable from the line of this state to tide water, was read the second time by especial order, agreeably to the order of the day, and the question was put, That the following clause be struck out of the said bill? " And be it enacted, That this state loan to the proprietors of the Susquehanna canal the sum of thirty thousand dollars in specie, to be paid in quarterly payments, and the treasurer of the western shore is hereby authorised to pay the same in quarterly payments, on the said directors lodging with the governor and council bonds and security, to be approved of by them, for such sums as may be drawn in pursuance of this act, such bonds to be conditioned for the payment annually of six per cent. interest until the end of ten years, and for payment of the principal at the expiration of that period; provided, that if this loan is not accepted, and security given within twelve months, this clause of the present act shall be of no effect; and provided also, that security be given to the governor and council that the said loan shall be applied to opening the canal." Determined in the negative. The question was put, That the said bill do pass? The yeas and nays being required, appeared as follow:
On motion, ORDERED, That the bill to regulate elections, have a second reading on to-morrow. The report on the petition of John Campbell was read the second time and rejected. Mr. Calvert has leave of absence for a few days. Mr. Magruder, from the committee, brings in and delivers to the speaker the following report: THE committee to whom was referred the petition of William A. Needham, of Montgomery county, report, that they have taken the same into consideration, and find, that the petitioner enlisted in the 4th Maryland regiment in the service of the United States on the 3rd of June, 1779, and that he continued in the service as a sergeant until the 15th of November, 1783, the conclusion of the war; it also appears to the committee, that he was wounded in the service of his country, by a musket ball's passing through his body, and that he has ever since been in a very disabled situation, and rendered thereby incapable of bodily exertion to obtain a support; the committee are also of opinion, that the act of assembly passed at October session, 1778, held out to the petitioner at the time of his enlistment, the positive assurance, that in case he should be |
