THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read. Mr. Dunn, Mr. Johonnot and Mr. Boon, appeared in the house.
Petitions from Christopher Limes, of Baltimore county,
and Saint Leger Mecks, of Kent
county, praying acts of insolvency, were preferred, read, and referred
to the committee appointed
on petitions of similar nature.
Mr. Buchanan, from the committee, brings in and
delivers to the speaker the following report:
THE committee to whom was referred the memorial of sundry
inhabitants of that part of the
city of Baltimore commonly called Fell's Point, praying for the establishment
of a bank in said
part of said city, report, that the merits of propriety of such an institution
cannot be fairly investigated
upon any general opinion which might be given by the committee, they therefore
suggest
to the house the propriety of granting leave to bring in a bill, entitled,
An act to establish a
bank in that part of the city of Baltimore called Fell's Point, and to
incorporate the subscribers
thereto, in order that the particular form of a charter, as well as the
particular necessity and
utility of the institution, may be more fully and fairly investigated by
the house.

county, praying acts of insolvency,
were preferred, read, and referred to Mr. Parnham, Mr. McPherson and Mr.

to consider and report thereon.
On motion, ORDERED, That the petition of John Kelly,
of Montgomery county, be referred
to the same committee.
Mr. Buchanan, from the committee, brings in and
delivers to the speaker a bill, entitled, An
act to enable the mayor and city council of Baltimore to introduce water
into the said city;
which was read the first time and ordered to lie on the table.
The bill, entitled, An act to lay off and open a certain
public road in Talbot county, is withdrawn.
On motion, Leave given to bring in a bill to make public
a certain road in Talbot county.
ORDERED, That Mr. Goldsborough, Mr. Taney and Mr. Pattison, be a committee
to prepare
and bring in the same.
Mr. Magruder, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Charles
Gassaway, of Montgomery
county, for turning a part of the public road that leads through the plantation
formerly the property
of Benjamin Edwards, report, that they have considered the same, and are
of opinion that
a law ought to pass to carry into effect the prayer of the petitioner.

On motion, Leave given to bring in a bill to alter the
time of collecting the county tax, so far
as relates to Anne-Arundel county. ORDERED, That Mr. Hall, Mr. Worthington
and Mr.
Harwood, be a committee to prepare and bring in the same.
The bill, entitled, A supplement to an act, entitled,
An act relating to the public roads in
Caroline county, was read the second time, passed, and sent to the
senate by the clerk.
On motion, Leave given to bring in a bill authorising
the levy court of Caroline county to appoint
constables in the town and villages of said county. ORDERED, That Mr. Mason,
Mr.
Potter and Mr. Boon, be a committee to prepare and bring in the same.
On motion, Leave given to bring in a bill, entitled,
A supplement to an act, entitled, An act
to facilitate the draining of land in the several counties therein mentioned.
ORDERED, That
Mr. Edmondson, Mr. Nabb and Mr. Barroll, be a committee to prepare and
bring in the same.
Mr. Duckett, from the committee, delivers to the speaker
the following message:
By the HOUSE of DELEGATES, November 27, 1799.
GENTLEMEN OF THE SENATE,
THE claim of Henry Harford against this state, upon
which you propose a conference, is certainly
an object of great magnitude, but we deem it only of secondary importance
compared to
the other subjects mentioned in our message.
The communications from the executive of Pennsylvania
respecting the Susquehanna navigation,
and the canal from the Chesapeake to the Delaware, and the situation of
our bank stock in
England, appeared to us in particular degree to demand a conference, that
the joint information
of the two houses might be freely interchanged. We adopted it from
a conviction that the measure
