faithfully and diligently, discharge the office of clerk, and assistant
clerk, to the house of delegates,
and that they will not reveal or disclose the secrets thereof.
The house appointed Mr. Cornelius Mills sergeant at
arms, and Mr. John Trueman door-keeper.
ORDERED, That they be qualified.
On motion, ORDERED, That Mr. Goldsborough and Mr.
Calvert wait on his excellency the
governor, and inform him that this house is met, and are ready to proceed
to public business,
and to receive any communications he may think proper to lay before them.
On motion, ORDERED, That Mr. Duckett, Mr. Buchanan,
Mr. Digges, Mr. Quynn, Mr.
McComas, Mr. Hall and Mr. McPherson be a committee to inspect and examine
the returns of
elections, and report whether they have been made agreeably to the constitution
and form of government;
and that they have power to send for persons, papers and records.
The house proceeded to ballot for a committee of claims,
and upon examining the ballots it
appeared, that Mr. Frazier, Mr. McPherson, Mr. Bond, Mr. Hall, Mr. Purnell,
Mr. Johonnot
and Mr. Nabb, were elected.
On motion, ORDERED, That Mr. Duckett, Mr. Addison, Mr.
Digges, Mr. Buchanan and Mr.
Marbury, be a committee of grievances and courts of justice; and that they
have power to send
for persons, papers and records.
On motion, ORDERED, That Mr. Hall, Mr. Duckett and Mr.
Digges, be a committee to report
such rules as are proper to be observed during this session.
On motion, ORDERED, That Mr. Quynn inform the reverend
Mr. Higinbothom, that the
house request he will perform divine service every morning at the meeting
of the house.
The house adjourns till to-morrow morning 9 o'clock.

Y, November 6, 1799.
THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read. Mr. William Brogden, a delegate returned for Anne-Arundel
county, Mr.
Thomas Wright and Mr. Charles Frazier, two delegates returned for Queen-Anne's
county,
Mr. Joseph Wallace, a delegate returned for Cæcil county, Mr.
Robert P. Magruder, a delegate
returned for Montgomery county, Mr. Roger Perry, a delegate returned for
Allegany county,
and Mr. Philip B. Key, a delegate returned for the city of Annapolis, appeared,
and after qualifying
in the mode prescribed by the constitution and form of government, and
taking the oath
to support the constitution of the United States, took their seats in the
house.
RESOLVED, That the house will sit, for the dispatch
of public business this session, from 9
o'clock in the morning till 3 o'clock in the evening.
The house proceeded to ballot for committee clerks,
and the ballots being deposited in the ballot
box, the gentlemen named to strike retired, and after some time reported,
that Lewis Gassaway,
Richard Key Watts, Samuel Maynard, John Betton and John Francis Harris,
were elected.
ORDERED, That they be qualified.
A memorial from Lawrence Oneale, of Montgomery county,
stating, that the election for said
county was not held agreeably to the constitution and form of government,
was preferred, read,
and referred to the committee of elections and privileges to consider and
report thereto.
A petition from John Monroe, senior, of Charles county,
praying a sum of money may be levied
on said county for the support of his son, an idiot, was preferred, read,
and referred to
Mr. Digges, Mr. McPherson and Mr. Addison, to consider and report thereon.
A petition from Anne Burnes and Marcia Burnes, of the
city of Washington, stating, that
David Burnes, in his life-time, contracted for the sale of a number of
lots in the city of Washington,
and praying trustees may be appointed to carry the said contract into effect,
was preferred,
read, and referred to Mr. Key, Mr. Addison and Mr. Duckett, to consider
and report
thereon.
A petition from sundry inhabitants of Montgomery county,
stating, that they contracted with
a certain Charles Beckworth for the building of a gaol in said county,
who is since deceased, and
praying that the widow of the said Beckworth may be released from the said
contract, was preferred,
read, and referred to Mr. Magruder, Mr. Riley and Mr. Marbury, to consider
and report
thereon.
A petition from William Robertson, of Montgomery county,
praying an act of insolvency,
was preferred, read, and referred to Mr. Key, Mr. McComas, Mr. C. Frazier,
Mr. Taney, Mr.
Love, Mr. Riley and Mr. Pattison, to consider and report thereon.
Mr. Hall, from the committee, brings in and delivers
to the speaker the following report:
THE committee appointed to report the rules proper to
be observed during this session, beg
leave to submit the following:
1. At the hour appointed for sitting the roll
of the house shall be called over, and the absent
members, if any, sent for.
2. Every member shall take his seat when the speaker
takes the chair, and remain uncovered
till the house rises.
3. Every member who shall deliver his opinion,
or speak in any debate, shall rise and respectfully
address himself to the speaker.
4. No member, at the time of speaking in debate,
shall name any other by his proper name
but shall use some other distinction.
5. If two or more members shall rise to speak
at the same time, the speaker shall determine
which shall speak first.
