the expences attending the same to be paid out of the five hundred pounds subject to the appropriation
of the governor and council.
    Sent to the senate by the clerk.
    RESOLVED, That James calhoun, Nicholas Rogers, Jesse Hollingsworth, Elias Ellicott and
James Carey, be and they are hereby authorised and empowered to inquire into the situation of
the prisoners confined in the gaol of Baltimore, the cloathing, feeding, management, and general
superintendence of the said prisoners, and into any abuses which may have heretofore been
committed in said gaol, and report fully to the criminal court of Baltimore county at their next
sitting, and to the general assembly at their next session, the result of their inquiries as aforesaid.
    RESOLVED, That the governor be requested to furnish the said James Calhoun, Nicholas Rogers,
Jesse Hollingsworth, Elias Ellicott and James Carey, with a copy of the memorial of said prisoners,
preferred to the present house of delegates.
    Sent to the senate by the clerk.
    The report on the petition of Rebecca Dulany was read the second time, and the resolution
therein contained rejected.
    The following message being prepared, was read, agreed to, and sent to the senate, with the
bill for the relief of sundry insolvent debtors, by the clerk.

By the HOUSE of DELEGATES, January 3, 1800.
        GENTLEMEN OF THE SENATE,
    WE accede to all your amendments to the bill for the relief of sundry insolvent debtors, except
the second and third.  We cannot, consistent with principles that included others, exclude
Chalabre and Kerr.  If the senate are in possession of facts relative to those persons which operate
to their exclusion, we should be glad to be informed of them.  We have no objection to the insertion
of Delasere.

    Mr. McPherson, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the memorial of John Gassaway, register of wills for
Anne-Arundel county, report, that they have examined the situation of the record books alluded
to by the memorialist, from the year 1738 to 1760, and find them much in want of repair, the
leaves of many of them are loose, and will require transcribing before the books are bound; one
of the records, viz. Liber DD, No. 6 from 1746 to 1748, it will be necessary to transcribe, the
whole volume appearing to be in a perishable situation.  Your committee are of opinion it would
be proper to authorise the register, under the direction of the governor and council, to copy such
parts of the said records as require transcribing, and have the whole, or so many of them as they
may think require it, bound in rough calf; and for this purpose take the liberty of stating the
following resolution:
    RESOLVED, That John Gassaway be and he is hereby directed and required, under the direction
of the governor and council, to transcribe such parts of hte records in the office of which he
is register as require the same, and have them, together with the records to which they belong,
substantially bound in rough calf; and the governor and council are hereby authorised to draw on
the treasury for payment of the same, at the rate of eight-pence per side.

    Which was read the first and second time, the resolution therein contained assented to, and sent
to the senate by the clerk.
    RESOLVED UNANIMOUSLY, That the thanks of this house be presented to the honourable Henry
H. Chapman, Esquire, in testimony of their approbation of his conduct in the chair, and of
the ability, attention and impartiality, manifested in discharge of the various duties assigned him
as speaker of the house.
    The following message being prepared, was read, agreed to, and sent to the senate, with the
resolution respecting the treasurer of the western shore, and the following resolution, by the clerk.
By the HOUSE of DELEGATES, January 3, 1800.
        GENTLEMEN OF THE SENATE,
    WE concur with you in part as to the propriety of the means to meet the appropriations of
government, suggested in your message on the resolution respecting the treasurer of the western
shore, and herewith send you a resolution conformable to the same, to which we request your
concurrence.  We also return for your further consideration the said resolution respecting the
treasurer of the western shore, to which we now hope you will assent.
                                                        By order,                                        W.  HARWOOD, clk.
    RESOLVED, That the payment of the five months pay due the officers and soldiers, the sum
due for services on board the barges, the redemption of the emissions of June, one thousand seven
hundred and eighty, and the payment of certificates issued by this state, amounting in the whole
to nine thousand two hundred and seventy-six pounds nine shillings and eleven-pence, be and
the same are hereby suspended until the first day of January, one thousand eight hundred and
one.
    The following message being prepared, was read, agreed to, and sent to the senate, with the
bill to aid and revive the proceedings of the court of appeals.
By the HOUSE of DELEGATES, January 3, 1800.
        GENTLEMEN OF THE SENATE,
    WE cannot agree to the last amendment proposed by you to the bill, entitled, An act to aid
and revive the proceedings of the court of appeals.  We do not believe that the mode pointed
