106            VOTES and PROCEEDINGS, November, 1799.

    Mr. Warfield, from the committee, delivers to the speaker a bill, entitled, A further supplement
to the act, entitled, An act for the better administration of justice in the several counties of
this state; which was read the first and second time by especial order, and the question put, That
the said bill do pass?  The yeas and nays being required, appeared as follow:

So it was resolved in the affirmative.
Sent to the senate by the clerk.
    ORDERED, That the committee of claims allow John Bowie Duckett, assistant clerk to the 
house of delegates, sixty dollars in addition to his per diem, and William Green, assistant clerk
to the senate, forty dollars in addition to his per diem, for their attention and services during
this session, and that the same be put on the journal of accounts.
    The additional supplementary act to the act to regulate public ferries, was read the second
time, passed, and sent to the senate by the clerk.
    The supplement to the act, entitled, An act for the promotion of literature in this state, was
read the second time, and the question put, That the said bill do pass?  Determined in the negative.
    On motion, Leave given to bring in a bill relating to coroners and sheriffs.  ORDERED, That 
Mr. Taney, Mr. Key and Mr. Parnham, be a committee to prepare and bring the same.
    The clerk of the senate delivers the bill to restrain sheriffs and others from summoning appraisers
in certain cases, the bill to vest certain powers in the corporation of George-town, in
Montgomery county, severally endorsed; " By the senate, January 2, 1800:  Read the first
" time and ordered to lie on the table.

" By the senate, January 2, 1800:  Read the second time by especial order and will pass.
                                                        " By order,                            A.  VAN-HORN, clk."
    Ordered to be engrossed.
The bill relating to certain public roads in Anne-Arundel county, endorsed; " By the senate,
" January 2, 1800:  Read the first time and ordered to lie on the table.

" By the senate, January 2, 1800:  Read the second time by especial order and will pass with
" the proposed amendments.

    Which were read the first and second time, agreed to, and the bill ordered to be engrossed.
The resolution respecting the treasurer of the western shore, endorsed; " By the senate, January
" 2, 1800:  Read the first time and ordered to lie on the table.

" By the senate, January 2, 1800:  Read the second time by especial order and dissented from.

The following message:
By the SENATE, January 2, 1800.
        GENTLEMEN,
    We are apprehensive, that as your resolution of this day respecting the treasurer of the western
shore is worded, there may not be a sufficiency of specie left in the treasury to answer all
the instalments as they become due, appropriated by an act of the present session to the proprietors
of the Susquehanna canal company; we have dissented from the said resolution, but will assent
to it, provided that the payment of the five months pay due the officers and soldiers, and the
sum due for services on board of the barges, and the redemption of the emissions of June, one
thousand seven hundred and eighty, and the certificates issued by this state, amounting in the
whole to nine thousand two hundred and twenty-six pounds nine shillings and eleven-pence, be
suspended until the first day of January, one thousand eight hundred and one, and that the treasurer
of the western shore be thereby authorised to sell as much stock belonging to this state as
may be sufficient to pay any instalment, for the payment of which there may not be specie enough
in the treasury without such sale of stock as aforesaid.

Which was read.
    ORDERED, That Mr. Key, Mr. Hall and Mr. A. Buchanan, be a committee to prepare an
answer to the said message.
The resolutions in favour of the trustee of the state and the examiner-general, severally endorsed;
" By the senate, January 2, 1800:  Read the first time and ordered to lie on the table.
                                                        " By order,                            A.  VAN-HORN, clk.
" By the senate, January 2, 1800:  Read the second time by especial order and assented to.

The resolution in favour of Samuel Turbutt Wright, endorsed; " By the senate, January 2,
