How used.

SEC. 22. And be it enacted, That all moneys arising from
taxes, fines, forfeitures and penalties imposed by this Act, or
any ordinance of the Burgess and Commissioners, shall be
appropriated only to the uses of said corporation, as may by
order or ordinance be directed.

SEC. 23. And be it enacted, That all moneys arising from
taxes, fines, forfeitures and penalties imposed by this Act, or
ordinance of the Burgess and Commissioners, shall be recov-
ered before the Burgess or any justice of the peace, residing
within the corporate limits of said town, upon a warrant issued
against the offender, directed to the bailiff of said corporation,
or any constable of said county, in the corporate name of said
town, and shall be collected by judgment and execution in
the same manner and with the same costs and fees as provided
for in cases of small debts, and with such penalties to the
officers for non-performance of duty as in such cases prescribed
by the laws of this State, and said fines, penalties and forfeit-
ures shall be paid by the officer collecting the same to the

clerk and treasurer of said town; provided, that if the offense
be a breach of the peace or disturbing the good order of the
town, or in violation of any of the ordinances intended to
secure the safety of the lives or property of any of the inhabit-
ants of said town, or licensing travelling showmen or exhibit-
ors, the person or persons so convicted may be committed to
the jail of Carroll County, or to some place of confinement
provided within the corporate limits of said town, by said
Burgess or said justice of the peace, until the fine and costs
are paid, or for ten days, whichever shall first occur; and the
Burgess or justice of the peace who committed such offender
may, when it seems to him proper, order such offender to be
discharged before the expiration of ten days, and the sheriff
of said county shall be entitled to be paid by said corporation
the same fees as he receives for keeping prisoners under the
laws of this State, and no fine imposed upon any offender shall
be less than one dollar nor more than ten dollars.

SEC. 24. That the Burgess and Commissioners may make
and enforce all by-laws, regulations and ordinances, not con-
ttrary to law, as they may deem wise, equitable and expedient,
for the comfort, health and convenience and prosperity of the
town and its inhabitants, for the prevention and removal of
nuisances, preservation of health and suppression of vice and
immorality within its limits, and for such purposes are em-
powered and directed to enter upon any private grounds or
premises as often as they may deem necessary, to examine
