SEC. 2. And be it enacted, That the citizens of the town
of New Windsor, in Carroll County, Maryland, are hereby
constituted a body corporate by the name of the Burgess and
Commissioners of New Windsor, and by that name may have
perpetual succession, sue and be sued, and have and use a
common seal.

SEC. 3. And be it enacted, That the corporate limits of said
town shall be as follows: Beginning at a sycamore tree on
Dickeson's branch, opposite the foot of Main street, running
southeast with said branch to the mouth of the Race, thence
with the northeast side of the Mill Dam to Clee's Bridge,
leaving the dam and bridge outside the corporation, then
northeast on the west side of the road to the division line
between Jesse Lambert and George Englar, leaving said road
outside of said corporation, then with said line to a point
directly opposite the line between J. Milton Fritz on the east
side of New Windsor College, then from this point northerly
through the land of John Lambert to the division between
said J. Milton Fritz and said College, to the northeast corner
of the land of said College to point of junction of John C.
Buckey, said College and Fritz, then westerly with the lines
between said Buckey and College, and Buckey and Jacob
Fromfelter and others, to the Uniontown road, then with a
straight line west through the land of Mrs. Sallie Maynard to
the garden fence of said Mrs. Maynard, thence to the said
Maynard's outer gate, then with a straight line to the syca-
more tree, the place of beginning; provided, however, that for
all sanitary and police regulations the authority and control
of said corporation shall extend for one-fourth of a mile in
every direction beyond the aforesaid limits.

SEC. 4. And be it enacted, That all persons who have resided
within the said corporate limits of said town for twelve months
next preceding the election, and who are qualified to vote for
delegates to the General Assembly of Maryland, and all other
persons non-resident of said corporation, but who may be
otherwise so qualified, and who own real or personal estate
in said town of the value of at least five hundred dollars, shall,
on the first Monday of May ensuing the passage of this Act,
and on the same day and month in each and every year there-
after, elect by ballot one person for Burgess and five persons
for Commissioners, each of whom shall be at least twenty-five
years of age, and shall have resided in said town at least one
year previous to the day of election, and be the owners of real
or personal property, or both, in his own right in said cor-
porate town, assessed at more than six hundred dollars.
