Collection of
money due by
consumers.
|
SEC. 14. And be it enacted, That the policemen of Hagers-
town, or any one of them, when thereto required by the Board
of Street Commissioners, shall perform the duties of collecting
the sum or sums of money due by consumers for service of
light provided, according to such regulations as may be
determined by the Board of Street Commissioners.

Purchase of
fuel for opera-
ting plant.
|
SEC. 15. And be it enacted, That whenever it shall become
necessary for the said Board of Street Commissioners to pur-
chase fuel or any materials that may be advantageously pur-
chased in large quantities of bulk, they shall by public adver-
tisement in two or more newspapers of Hagerstown invite bids
or proposals for furnishing the same, and shall award the con-
tract for furnishing such fuel or material to the lowest respon-
sible bidder, and shall in all cases exact bond with good and
sufficient security for the faithful performance of such contract,
and the failure to file such bond with the Board of Street Com-
missioners within ten days after award of such contract, shall
be sufficient ground for the said Board of Street Commission-
ers to revoke and rescind such contract. Nothing in this
section contained shall render it unlawful for the Board of
Street Commissioners, in the event of necessity to purchase
fuel in small quantities, to keep the plant in operation until a
contract can be made under the provisions of this Act.

Money credit-
ed to lighting
fund
|
SEC. 16. And be it enacted, That all sums of money that may
be in the hands of the Tax Collector on the first day of Janu-
ary, in the year nineteen hundred and one, and held by him
under the provisions of the Charter of Hagerstown as a fund
to pay the cost and expenses of any contract for the lighting
of the streets and public places of Hagerstown, and all sums
of money received after said first day of January by the Tax
Collector for such purpose under any levy, shall be credited
to and constitute part of the lighting fund described in the
ninth section of this Act, and to be applied and drawn out in
manner and form provided for said lighting fund in said ninth
section.

Repeal.
|
SEC. 17. And be it enacted, That all Acts and parts of Acts
inconsistent with the provisions of this Act be and the same
are hereby repealed.

Election to be
held for or
against muni-
cipal owner-

SEC. 17 A. And be it enacted. That this Act shall not go into
force and effect unless at an election to be held within sixty
days after the fifth day of March, in the year nineteen hundred,
a majority of the qualified voters of Hagerstown, casting their
votes upon the question, shall vote in favor of the provisions
of this Act; at said election all ballots cast in favor of the
