occurring for the remainder of the term; and in said election,
and in all other elections by the stockholders of said company,
each shareholder shall be allowed one vote for every share
owned by him or her, and every stockholder may vote, either
in person or by proxy; and the said corporators, or a majority
of them, or in case any of them refuse to act, then a majority
of the remainder shall be the judges of the first election of
directors; and until the first election of directors, as herein
provided for, the said incorporators, or in case any of them
refuse to act, the remainder shall be the directors of said cor-
poration, with full power to act as such.

Vacancies.
How filled

SEC. 4. And be it enacted, That the directors elected at the
first meeting of said stockholders shall serve for one year, or
until their successors shall be elected; and to continue the
succession of said corporation, a general meeting of the stock-
holders shall be held annually on the second Monday in May,
at which meeting a board of directors shall be elected in man-
ner aforesaid to serve for one year, or until their successors
shall be elected; and other meetings may be called of the
stockholders by the president and directors, or a majority of
them, according to such rules as may be adopted by the
by-laws of said corporation; and the board of directors may
meet as often as may be necessary for the transaction of the
business of the corporation.

SEC. 5. And be it enacted, That the corporation hereby
formed shall have power, and it is hereby authorized to hold
an exposition of arts, industries, manufactures, and the prod-
ucts of the said mine and sea, in the city of Baltimore, and
maintain the same for a period of not less than one week, nor
more than one month, during the said year of nineteen hun-
dred; to fix admission fees and dispose of privileges of every
character upon its grounds; to establish and maintain hotels,
restaurants, amusements, or any species of entertainments
which the board of directors may deem proper; to lay tracks,
run cars, and to establish an electric lighting plant upon its
grounds; to allot space for exhibits, prepare a classification of
exhibits, determine the plan and scope of the exhibition,
appoint judges and examiners for the exposition, and award
premiums, if any.

SEC. 6. And be it enacted, That for the purpose of preserv-
ing order in and around the grounds of said corporation, the
Board of Police Commissioners of Baltimore City, upon appli-
cation of the association, may appoint such number of police-
men as they may deem fit, and shall issue to each of said
