QUALIFICATION OF THE COMMISSIONERS ELECT.

52. Every person elected a Commissioner as aforesaid, be-
fore he enters upon the discharge of the duties of his office
shall, before a justice of the peace, make oath in due form of
law that he will well, faithfully, without fear or favor, par-
tiality or prejudice, perform the duties of a Commissioner of
Cambridge during the term for which he has been elected;
and a certificate that such oath has been duly taken shall be
made out and subscribed by the justice of the peace who
administers the same, and such certificate shall be returned to
the Commissioners or to the Town Clerk for them.

Such oath may be made on or before the second Wednes-
day of July following the election, or at any time within
three days thereafter. But if said oath is not made within
three days after said second Wednesday of July, the office of
the Commissioner-elect, who makes such default, shall be
declared vacant, and a new election shall be ordered by the
Commissioners who have qualified. Any Commissioner
elected to fill a vacancy shall qualify as herein provided
within ten days after the general return judge has returned
to the Commissioners a declaration of his election.

53. The newly-elected Commissioners on the second Wed-
nesday of July following their election shall meet in the usual
place of meeting of the board and shall organize by the elec-
tion by ballot of one of their number as Mayor of Cambridge.
But if it be found on said second Wednesday of July that any
of the Commissioners-elect have not qualified, they shall
adjourn till the evening of the following Friday, and then
those who have qualified shall organize and elect a Mayor.

54. The Mayor-elect shall, without delay, appear before the
Clerk of the Circuit Court and make the declaration and take
the oath prescribed by the Constitution, and procuring from
said clerk a certificate of the declaration and oath taken by
him as Mayor, shall return the same to the Commissioners.

The Mayor shall preside over the meetings of the board and
shall perform such other duties and functions as may be author-
ized or required of him under this charter, or the amendments
thereto or by municipal ordinances. He shall see that the
ordinances are duly and faithfully executed and observed,
and in the month of July, in each year, he shall report to the
