JOHN WALTER SMITH, ESQ., GOVERNOR.

WHEREAS, The City of Annapolis has expended nearly
fifty thousand dollars in paving the streets of said city with
modern pavements, and now contemplates the spending of one
hundred thousand dollars for similar improvements; and

WHEREAS, At the United States Naval Academy in said
city the United States Government is spending many million
dollars in the permanent improvement of the buildings and
grounds of said Naval Academy; and

WHEREAS, The driveway around the State House is now
paved with cobblestone, in bad repair and well worn and
unsightly, and the Executive Mansion is surrounded with
mud streets that have never been paved, and is not in keep-
ing with the streets and driveways of said city; and

WHEREAS, The State property at Annapolis does not pay
any municipal tax and it is deemed proper that the driveways
or streets surrounding the State House and Executive Man-
sion should be paved with a modern smooth pavement and
that the State of Maryland, with the help of the City of
Annapolis, should pay for the same; therefore,

SECTION 1. Re it enacted by the General Assembly of Mary-
land, That the Board of Public Works and a committee, com-
posed of two members of the City Council of Annapolis to be
selected by the Mayor, Counsellor and Aldermen of said city
and one member of the Permanent Improvement Commission
of said city, to be selected by said Improvement Commission,
be and they are hereby authorized and empowered to contract
with some competent person or persons, firm or corporation,
to pave with a modern grade smooth pavement to be selected
by said committee, the driveway around State Circle and the
beds of the following streets or portions of streets surrounding
said Executive Mansion, to wit: Bladen street, from State
Circle to the northwest side of College avenue; College avenue,
from said Bladen street to Church Circle; Church Circle, from
College avenue to School street, and School street from Church

Circle to the driveway of State Circle, and the sum of eight
thousand dollars, or so much thereof as may be necessary, is
hereby appropriated out of any money in the Treasury of the
State, not otherwise appropriated, to pay the State's propor-
tion of said work, to be paid by the warrant of the Comp-
troller of the State upon the State Treasury upon the written
order of said committee.

SEC. 2. And be it enacted, That before said work is begun
the City of Annapolis shall deposit in the Farmers National

Appropriation.
