upon conviction of such offense, be liable to a fine of not less
than fifty dollars, nor more than five hundred dollars, for each
offense, to be recovered by the Mayor and City Council of
Laurel before a justice of the peace, as other fines are recov-
erable, or to imprisonment in the county jail or the House of
Correction for a term of not less than six months, nor more
than three years, or both fine and imprisonment, in the dis-
cretion of the justice of the peace, one-half of such fine to go
to the informer and the balance to the Mayor and City Council
of Laurel, for the purposes of this Act. And the title to any
electric light plant, real estate, poles, wires, machinery and
appurtenances thereto belonging, which may be purchased
from the proceeds of the sale of the bonds herein provided to
be issued shall vest in the said Mayor and City Council, and
any person who shall knowingly or wilfully damage, destroy,
do or suffer anything to be done to said plant, poles, wires,
machinery or appurtenances, which will in any way interfere
with or retard the free and perfect operation of the same shall,
upon conviction of such offense, be liable to a fine of not less
than fifty dollars, nor more than five hundred dollars, or to
imprisonment in the county jail or the House of Correction,
for a term of not less than six months, nor more than three
years, or to both fine and imprisonment, in the discretion of
the justice of the peace, the said fine to be recovered by the
said Mayor and City Council of Laurel as other fines are re-
coverable, before a justice of the peace, one-half of such fines
to go to the informer and the balance to the Mayor and City
Council of Laurel, for the purposes of this Act.

SEC. 5. And be it enacted, That for the purpose of redeeming
said bonds at their maturity and for securing the prompt pay-
ment of the interest thereon, the Mayor and City Council of
Laurel shall for the year of the issue of said bonds and annually
thereafter, until the maturity of said bonds, levy a tax on the
assessable property of said town, not exceeding twenty-five
cents on the one hundred dollars, to pay the interest thereon,
and the sum of five hundred dollars of the principal of said
debt for the payment of the same at maturity. The said sum
of five hundred dollars shall be held and invested by the
Mayor and City Council of Laurel as a sinking fund for the
redemption of said bonds at their maturity; and the said Mayor
and City Council shall, from time to time, deposit the money
belonging to said sinking fund and the increment thereof in
some safe depository, which pays interest on deposits, or shall
invest the same in State or such other bonds satisfactory to
the said Water Board as to them may seem best, or in the
