142 D. The aforesaid fees of said constables and justices
for said county shall be taxed against and paid by the party
against whom judgment shall be rendered, unless he or she
be discharged therefrom by due course of law; if such party
against whom judgment is rendered is unable to pay the
same, such fees shall be paid by said County Commissioners,
subject to the limitation set forth in Sections 142B and I42C,
and all fines and penalties received by any justice shall be
accounted for and wholly paid without abatement or deduc-
tions therefrom, by such justice, to the County Commissioners
of said county, for the use of said county; and no part of any
fine or penalty, enforced or collected under the provisions of
law, shall be paid to any informer; and monthly returns shall
be rendered, under affidavit, by the justices, to the County
Commissioners, of all fines and penalties so received.

SEC. 2. And be it enacted, That Chapter five hundred and
ninety-seven of the Acts of eighteen hundred and ninety,
entitled an "Act to confer additional jurisdiction upon Jus-
tices of the Peace of Baltimore County," be and the same is
hereby repealed.

SEC. 3. And be it enacted, That Chapter four hundred and
ninety-six of the Acts of eighteen hundred and ninety-two,
entitled an "Act to confer additional jurisdiction upon Jus-
tices of the Peace of Baltimore County," be and the same is
hereby repealed.

SEC. 4. And be it enacted, That all Acts or parts of Acts
inconsistent with the provisions of this Act be and the same
are hereby repealed.

SEC. 5. And be it enacted, That this Act shall take effect
from the date of its passage.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That George H. Birnie, John E. Davidson. H. David
Hess, Martin D. Hess, Edward E. Reindollar, Edwin II.
Sharetts, Luther T. Sharetts, Edward Short, Jacob J. Weaver
and George W. Wilt, and their associates and successors, and
all such other persons as shall hereafter become stockholders
n the company hereby incorporated, shall be and they are
hereby constituted a body politic and corporate by the name
