shall continue in office until the first Monday in May, nine-
teen hundred, with the right of removal, and to fill vacancies
on the part of the Governor as provided by law.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 16.
AN ACT to provide for the creation of a Board of Police
Examiners for Baltimore City, to define and prescribe the
duties thereof, and to regulate appointments to, promo-
tions, reductions in rank and transfers in, and removal from
the police force of said city, and to repeal all Acts and
parts of Acts inconsistent with this Act; said provisions to
be a part of Article 4, Public Local Laws, sub-title "Police
Commissioners," and to be numbered Sections 745A, 745B,
745C, 745D, 745E and 745F.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the following sections be enacted as an addition to
Article 4, Public Local Laws, sub-title "Police Commission-
ers," and to be numbered 745A, 745B, 745C, 745D, 745E
and 745F.

Additional
Sections.

745A. There shall be appointed by the Governor, by and
with the advice of the Senate, three sober and discreet per-
sons, who shall be registered voters of the City of Baltimore
for three consecutive years next preceding the day of their
appointment, who shall be known as the Board of Police
Examiners of Baltimore City. Two of said Examiners shall
be adherents of the two leading political parties in the State,
one of each of said parties. Any of said Board of Police
Examiners shall be subject to removal by the Governor for
official misconduct or incompetency, in the manner provided
by law in the case of other civil officers. Each of said Board
of Police Examiners shall be appointed for two years, and
they shall hold office until their respective successors are
appointed and qualified. Each of said Board of Police exami-
ners shall receive a salary of $800 per annum, payable
monthly. None of said Board of Police Examiners shall be
eligible to an elective or appointed office except under the
militia laws of the State. As the terms of any examiner
