they may have a situs by reason of the residences of the
owner therein, except for municipal purposes, as hereinafter
provided, shall be taxed, and the assessment for town pur-
poses .shall be the same as that for State and county purposes.

SEC. 10. And be it enacted, That all fines and forfeitures
imposed by the ordinances of the Commissioners shall be
imposed by the said president or any justice of the peace of
Allegany County upon a warrant to be issued, directed to the
said bailiff or any policemen, and the person convicted in
default of payment may be committed to the jail of Allegany
County, or any other place provided by the Commissioners.

SEC. 11. And be it enacted, That in case of the death, refusal
to act, resignation or disqualification of any of the Commis-
sioners or the clerk or the bailiff, the remaining Commissioners
or a majority of them shall direct an election to be held to fill
such vacancies.

SEC. 12. And be it enacted, That the Commissioners shall
give at least ten days notice of all elections by posting hand-
bills in conspicuous places in the town of Barton.

SEC. 13. And be it enacted, That James E. Lingo, L. J. Ort
and Gordon Durst be and are hereby appointed officers of reg-
istration to hold the first registration of voters under this Act,
and that immediately after the passage of this Act they shall
give at least ten days notice of the time and place at which all
qualified voters as prescribed in the third section of this Act
may be registered; and the said officers of registration shall
take the oath before some justice of the peace of said town,
to permit every qualified person to register and none other; the
majority of said registration officers shall have power to do
all things under this section in case one of them dies or refuses
to act; that upon the completion of the registry of voters, the
officers herein named shall give the judges of election herein
named a list of voters so registered ; that after the first elec-
tion the Commissioners shall make such rules and regulations
in regard to registration of voters as they shall deem proper.

SEC. 14. And be it enacted, That James S. Roberts, Thomas
Gannon and Ernest Creetzberg be and are hereby appointed
judges of election to hold the first election under this Act,
and that ten days before the second Monday in April, nine-
teen hundred, they shall give notice that the election will be
held; at which election all persons qualified as prescribed in
the third section of this Act shall be entitled to vote for five
persons for Commissioners, one person for clerk and one per-
