Penalty for
violation.

a longer period of time than is necessary to take on or let off
its or their passengers or freight there waiting, not exceeding
at any one time a period of fifteen minutes. Any person or
persons, or corporation, its officers or agents violating the
provisions of the above section shall be liable to a fine of not
less than twenty dollars nor more than one hundred dollars,
to be recovered before any justice of the peace of Baltimore
County, subject, however, to the right of appeal to the Circuit
Court for Baltimore County.

Public roads
crossing at
grade the line
of any
railroad.

Sec. 217B. Whenever any public road of said county crosses
at grade the line of any railroad worked by steam or other
power, or any other road, public or private, the County Com-
missioners shall have power to determine whether the safety
or convenience requires that such public road shall be carried
across such railroad or public or private road at the place in
question by another grade, or undergrade crossing, and upon
such determination to make such changes of grade and con-
struction in such public road as may be necessary for such
overgrade or undergrade crossing, as the case may be, and to
construct and provide for the construction of such bridges,
archways or culverts as may be needful for such overgrade or
undergrade crossings.

Sec. 217C. The County Commissioners shall have the power
to make a contract wtih any person or corporation, owning or
controlling the railroad or other road so crossed, for doing the
work necessary for any such change of grade in such public
road, including the construction of the bridge or bridges, arch-
way or archways, culvert or culverts, made necessary by the
proposed overgrade or undergrade crossing, upon the approval
by said County Commissioners of plans, specifications and
estimates therefor submitted to them by such person or cor-
poration, which plans, specifications and estimates shall pro-
vide for reasonably convenient access to such public road on
the part of adjoining property-holders, when the same can be
provided without unreasonably interfering with the accom-
plishments of the purpose of this and the foregoing section.

Sec. 217D. The County Commissioners shall have power to
determine after such reasonable opportunity as said County
Commissioners may fix for having all parties in interest, on
such reasonable notice of such hearing as said County Com-
missioners may fix, how much, if any, of the cost of the work
made necessary by such change of grade of such public road,
and how much, if any, of the cost of construction and the cost
of maintenance of any bridge or bridges, archway or archways,
