Officers of
Naval Brigade.
How elected.
|
The officers of the naval brigade shall be elected as follows:
The captain, commander and lieutenant-commander shall be
elected by the ballots of the commissioned officers of the said
naval brigade; lieutenants, lieutenant's junior grade and en-
signs shall be elected by the ballots of the enlisted men of
their respective divisions.

13. The election of the brigadier-general shall be ordered
by the Commander-in-chief; the election of field officers of
regiments and officers of organizations unattached to regi-
ments, except the naval brigade, shall be ordered by the brig-
ade commander; the election of captains and lieutenants of
the companies in the several regiments shall be ordered by the
respective regimental commanders. The election of officers
of the Naval Brigade shall be as follows — the time, place and
manner of holding said elections shall be determined by the
Commander-in-Chief when the office to be filled is that of cap-
tain; by the captain, if there be one, if not, by the Com-
mander-in-chief, when the office is commander or lieutenant-
commander; by the captain or commanding officer for the
election of any other commissioned officer of said battalion.

14. The names of persons duly elected or nominated to
offices in accordance with the provisions of this Article shall
be forwarded to the Commander-in-chief to the end that com-
missions may be issued to them, but before forwarding such
names the brigade commander or regimental commander or
the commanding officer of the Naval Brigade, as the case may
be, shall require the persons so elected, and may require those
nominated to be examined with respect to their qualifications
and fitness to fill the offices to which they have been elected,

or for which they have been nominated, respectively, by a
board of examiners. The board of examiners for the exami-
nation of officers, except officers of the Naval Brigade, shall
consist, for the examination of all officers above the rank of
captain, of three officers in the brigade above the rank of cap-
tain, and for the examination of aids on the staff of the briga-
dier-general and of officers of the separate organizations, of
three officers not above the rank of captain to be appointed by
the brigade commander; and for the examination of all regi-
mental officers not above the rank of captain, of three officers

of the regiments to be appointed by the regimental com-
mander. The board of examiners for the examination of
officers of the Naval Brigade shall consist of three officers of
said brigade to be appointed by the captain or commanding
officer. On the report of any such boards of examiners the
appointing officer shall forward said report through the regu-
