812 JOURNAL Of PROCEEDINGS [Mar. 20 Pending further consideration of which, On motion of Mr. Crothers, Said bill was made the Special Order of the Day for Thursday, March 22nd, at 8.30 P. N. Mr. Williams, of Anne Arundel, from Committee on Sanitary Condition of State, reported favorably, House bill entitled "An Act to repeal and re-enact with amendments section 31, of Article 43, of the Code of Public General Laws of Maryland, title ‘Health,' sub- title ‘Infectious Diseases—Smallpox,' and provide for the free vaccination of pupils in the public schools of this State." Which was read the second time. On motion of Mr. Brewlngton, The Senate reconsidered its action by which Senate bill No. 161, entitled "An Act to amend section .4 of ArtIcle 3, of the Constitution of this State." As amended, was ordered to be engrossed for a third reading. AMENDMENT PROPOSED. By Mr. Brewlngton, Strike out section 4 of the bill and substitute the fol- lowing: "4. As soon as may be after the taking and publish- ing of the National Census of 1900, or after the enumera- tion of the population of this State, under the authority thereof, there shall be an apportionment of representation In the House of Delegates, to be made on the following basis, to wth Each of the several counties of the State having a population of eighteen thousand souls, or less, shall be entitled to two delegates, and every county hav- ing a population of over eighteen thousand and less than twenty-eight thousand souls, shall be entitled to three Delegates; and every county having a population of twenty-eight thousand and less than forty thousand souls shall be entitled to four delegates; and every county having a population of fourty thousand and less than fifty-five thousand souls, shall be entited to five delegates; and every county having a population of fifty-five thousand souls and upwards, shall be entitled to six delegates, and no more; and each of the four leg- |
