Court for said county under reappointment by the Gov-
ernor In the year 1896."

Rouse bill entitled "An Act to provide for the further
publication of the Archives of Maryland."

Also, favorably, with jroposed amendment,
Senate bill No. 31, entitled "An Act to appropriate a
sum of money to pay for building, renewing, repairing
and equipping work shops In the Maryland Penitentiary."
AMENDMENT PROPOSED.
"An Act to provide for the Issue of S150,000 Maryland
State bonds, to be used for the purpose of baildiug, re-
newing, repairing and equipping work shops in the Mary-
land Penitentiary, and for other purposes in connection
with the completion of said institution."
Section 1. Be It enacted by the General Assembly of
Maryland, That for the purpose of building, renewing,
repairing and equipping work shops in the Maryland Pen-
itentiary, and for other purposes In connection with the
completion of said Institution, a loan be and the same
Is hereby created, to be called the "Penitentiary Loan:'
to the amount of one hundred and fifty thousand dollars,
and the said loan hereby created shall, in all Its parts,
bear interest at a rate to be paid by the Governor, the
Comptroller of the Treasury and the Treasurer • of this
State, or a majority of them, not to exceed 3.65 per cen-
tam per annum, payable on the first days of January and
July in each and every year, and the said loan and eiery
part thereof, and the Interest payable thereon, shall be
and remain exempt from any State, county and municipal
taxation, and the principal amount of the said loan shall
be redeemable at the pleasure of the State of Maryland
after the first day of July, In the year 1910.
"Sec. 2 And be it enacted, That the Governor, Comp-
troller of the Treasury and the Treasurer, or a majority
of them, be and they are hereby authorized and directed
to have prepared proper certificates of indebtedness of
this State in good and sufficient form to the aggregate
