"Section 162. All Acts and parts of Acts inconsistent
with the provisions of this Act are hereby repealed-; pro-
vided, that the repeal of such Acts or parts of Acts, or
any of them, shall not be construed to effect any offense
committed or any prosecution or proceeding instituted or
pending under the laws so repealed."
