The Secretary of State appeared and delivered the
following mes-sage from the Execntive
ANNAPOLIS, MD., Feb. 26, 1900.
To the Hon. John Hubner,
Sir : I have the honor to return herewith, without my
approval, Senate bill, chapter 6, entitled "An Act to re-
peal and re-enact with amendments sections 740 and 741,
of Article 4, of the Code of Public Local Laws, title ‘City
of Baltimore,' sub-title ‘Police Commissioners,' as said
said sections were enacted by chapter 123, of the Acts of
1898; also, Senate bill, chapter 9, entitled "An Act to
add certain new sections to Artble 4, of the Code of
Public Local Laws, title ‘City of Baltimore,' sub-title
‘Police Commissioners,' providing for the creation of a
board of police examiners for the city of Baltimore,' de-
fining and prescribing the duties thereof, and regnlating
appointments to, promotions, rednctions in rank, trans-
fers in and removals from the police force of said city,
said sections to follow section 745, and to he designated as
‘Sections 745 A, 745 B, 745 C, 745 D, 745 E and 745 F,'
for the reason that I have already approved Honse bill,
chapter 15, and Honse bill, chapter 16, which, in my
opinion, fully cover the objects of said Senate bills, and
virtually enact the same laws, thereby rendering said
Senate bills unnecessary.
