398 JOURNAL OF PROCEEDINGS [Feb. 21 Mr. Crothers moved that said bill be re-committed to the Committee on Finance. Which motion was rejected. And the bill failed of passage for want of a Constitu- tional majority by yeas and nays as follows: AFFIRMATIVE. Messrs. Baker, Messick, Bryan, Moses, Dennis, Putzel, Dick, Ravenscroft, Dodson, Wilkinson, Gray, Williams, of Har., Marsh, —13. NEGATIVE. Messrs. President, Crothers, Applegarth, Kirwan, Bouic, Moore, Brewington, Williams, of A. A., —8. Mr. Putzel moved that the vote by which said bill failed of passage for want of a constitutional majority be re-considered. Which motion prevailed by yeas and nays as follows: AFFIRMATIVE. Messrs.
