Mr. Bryan moved that the Rules be suspended, and House bill entitled "An Act to incorporate the Ameri- can Trust and Investment Company," Be put upon its third reading and final passage. The Rules were suspended (two-thirds of the Senators voting in the affirmative) by yeas and nays as follows AFFIRMATIVE. Messrs.
