Mr. Duncan, from majority of Baltimore city delega-
tion, reported favorably,
House bill entitled "An Act to repeal a portion of the
Act of Assembly of 1892, chapter 200. "
Messrs. Seigmund and Martenet submitted the follow-
ing minority report.
REPORT:
To the Honorably Members of the House of Delegates.
We, the undersigned members of the Baltimore city dele-
gation, believing that in a determination of the question
of the propriety of repealing the Act of 1892, chapter
200, it is the duty of the members of the General Assem-
bly, none the less than it would be that of a Court of
Justice, to observe and obey the principles upon which
rests the inviolability of a contract, and believing further
that no such condition exists in the city of Baltimore at
this time, as would justify a violation of those principles
on the ground that a preservation of public interest de-
mands it, beg leave to dissent from the majority of said
delegation and submit the following substitute therefor.

A bill entitled "An Act to authorize the Mayor and
city Council of Baltimore to regulate the exercise by the
Chesapeake and Potomac Telephone Company of Balti-
more city and the Chesapeake and Potomac Telephone
Company of the rights and privileges granted to said
companies by Ordinance No. 41, approved May 9, 1889,
and ratified by the Act of the General Assembly of Mary-
land of 1892, chapter 200, and by the charter of the city
of Baltimore.
''Section 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and City Council of Baltimore
is hereby authorized to regulate, from time to time, by
ordinance or ordinances, the exercise by the Chesapeake
and Potomac Telephone Company of Baltimore city
and the Chesapeake and Potomac Telephone Com-
pany of the rights and privileges granted by Ordi-
nance No. 41, approved May 9, 1889, and ratified by the
General Assembly of Maryland of 1892, chapter 200, and
