is insane, and that the disease is of a character which, in
my opinion, requires that the person shall be placed in a
hospital or other establishment where the insane are de-
tained for care and treatment; I further certify, that
I am not related by blood or marriage to the said
————————— —————————, nor in any way con-
nected as medical attendant or otherwise, with the
hospital or other establishment in which it is proposed
to place the aforesaid ———————, and that this certifi-
cate is signed and made within one week of the exami-
nation of the patient.

Residence. —————

This section shall not apply to the cases of voluntary
commitments, as provided for in section 37.

Sec. 2. And be it further enacted that this Act shall
take effect from the date of its passage. "

Which amendment was adopted.

The bill, as amended, was read a second time and or-
dered to be engrossed for a third reading.

Mr. Sandman, from Select Committee, reported favor-
ably, with proposed amendments,

House bill entitled "An Act to repeal sections 188 to
217 inclusive, of Article 3, of the Code of Public Local
Laws, title 'Baltimore County, ' sub-title 'Roads, ' as
amended by chapter 49 and chapter 469, of the Acts of
1896, and chapter 309 of the Acts of 1898, and to re-enact
the same with amendments, and to add three new sections
thereto to be designated 'Sections 217 A, 217 B and 217
C. '"

AMENDMENTS PROPOSED.

1st Amendment. After word "add, " in the sixth line,
strike out the word "three" and insert in lieu thereof the
word "five. "

2nd Amendment. After figures "217 C, " in line 7, add
"217 D and 217 B. "

3rd Amendment. After the words "amendments and, "
in line 13, strike out the word "three" and insert in lieu
thereof the word "five. "

4th Amendment. After the figures "217 I), 217 B, " and
