BILLS—SECOND BEADING.

Senate bill entitled "An Act to repeal section 85, of
Article 12, of the Code of Public Local Laws, title 'Garrett
County, ' sub-title 'Deer Park, ' and to re-enact the same
with amendments. "

Which was read a second time.

House bill entitled "An Act to repeal sections 1, 2, 3,
10, 16, 17, 20, 31, 32 and 37, of Article 59, of the Code of
Public General Laws, title 'Lunatics and Insane, ' and to
re-enact the same with amendments, and to add three
new sections to said Article to follow section 38. and to
be designated as 'Sections 39, 40 and 41. ' "

AMENDMENT PROPOSED.

Strike out al] after the word "a bill" in line 1, and in-
sert in lieu thereof, the following:

Entitled "An Act to repeal sections 1, 3 and 31, of
Article 59, of the Code of Public General Laws, title
'Lunatic and Insane, ' and to re-enact the same with
amendments. "

Section 1. Be it enacted by the General Assembly of
Maryland, That sections 1, 3 and 31, of Article 59, of the
Code of Public General Laws, title 'Lunatics and Insane,
be, and the same are hereby repealed and re-enacted, so
as to read respectively, as follows:

"1. When any person is alleged to be a lunatic or insane
and without sufficient means to pay for his or her main-
tenance at an asylum and who has no relative or relatives
or others legally chargeable with his or her support, the
County Commissioners of the county in which such
person may reside or the Supervisors of City Charities
of the Department o: Charities and Corrections of
the city of Baltimore, (if such person resides in the
city of Baltimore) shall, upon the written certificates
of two qualified physicians, made in accordance with
the provisions of section thirty-one of this Article,
