House bill entitled "An Act to repeal and re-enact with
amendments sections 73 to 78, both inclusive, of Article
39, of the Code of Public General Laws, title 'Fish and
Fisheries, 'sub-title 'Trout and Other Fish, ' and to add
certain new sections to said Article, to follow section 78.
to be designated as 'Sections 78 A, 78 B, 78 C, 78 D, 78
E, 78 F and 78 G. ' "

Which unfavorable report was adopted.

Senate bill entitled "An Act to repeal section 253, of
Article 2, of the Code of Public Local Laws, title 'Anne
Arundel County, ' sub-title 'Wild Fowl, ' as repealed and
re-enacted, with amendments, by chapter 582, of the
Acts of 1892, and to re-enact the same with amendments,
and to add a new section to said Article, to be designated
as 'Section 253 A. ' "

To the Honorable Members of the General Assembly of

Maryland,
GENTLEMEN:

Whereas, the taxpayers of Baltimore city, irrespective
of party affiliations, in mass meeting assembled on this
the 20th February, 1900, do present to the General As-
sembly of Maryland, this, their petition, for the passage
of the bill now pending before your Honorable Body,
providing for the paying to the Mayor and City Council
of Baltimore, the whole of the liquor license fees paid by
the liquor dealers carrying on business in Baltimore city,
and

Whereas, the justice of this demand is apparent for
the following reason: The license fee is a local tax, and
the governmental agencies necessary for the protection
of these dealers in carrying on their business is large
and exclusively paid by the tax-payers of this city. The
needs of the city of Baltimore for increased revenue for
the carrying on of the municipal government are impera-
tive. The tax rate in the city is not only now oppressive,
but calculated seriously to retard the growth and develop-
