"Sec. 14. And be it enacted, That the policemen of
Hagerstown, or any of them, when thereby required by
Board of Street Commissioners, shall perform the duties
of collecting the sum or sums of money due by consumers
for service of light; provided, according to such regula-
tions as may he determined by the Board of Street Com-
missioners. "
