The House suspended business, and the following pro-
ceedings were had.

Mr. Long made the following address:

MB. SPEAKER: —I have the honor of addressing you
for a moment on a matter not pertaining to the affairs of
State. For ninety days the members of the House of
Delegates for the session of the year nineteen hundred,
under your unrivalled leadership and unexampled parli-
amentary skill, have labored for the Commonwealth of
Maryland. They have not accomplished all they desired,
